DOBE certification is issued by Disability:IN (formerly USBLN). The certification verifies that a person with a physical, mental, or cognitive disability owns and controls the business. This includes visible and non-visible disabilities as defined by the ADA.

An accounting firm owned by an entrepreneur who uses a wheelchair can obtain DOBE certification through Disability:IN.
