About This Program
Illinois BEP certifies businesses owned by minorities, females, and persons with disabilities for state contracting preferences. State agencies have a goal to buy at least 20% from BEP certified businesses.

Eligibility Requirements
- At least 51% owned by minority, woman, or person with disability
- Owner must be U.S. citizen or lawful permanent resident
- Annual gross sales under $150 million

How to Apply
1. Create account on CEI portal 2. Complete certification application 3. Upload required documents 4. Submit for review 5. Certification valid for 5 years

Recognizes certifications from partner agencies
If you hold these certifications, Illinois may accept them in lieu of or to expedite state certification.
