DBE certification is a federal program administered by the U.S. Department of Transportation (DOT). It applies to businesses seeking contracts funded by DOT agencies including the Federal Highway Administration, Federal Transit Administration, and Federal Aviation Administration. DBE status combines elements of both social and economic disadvantage.
