MBE certification is typically issued by the National Minority Supplier Development Council (NMSDC) or regional affiliates. Minority groups include African Americans, Hispanic Americans, Asian Americans, Native Americans, and other groups designated as minorities. The certification requires demonstrating ownership structure, operational control, and business independence.

A software development company owned 75% by a Hispanic American entrepreneur can apply for MBE certification through their regional NMSDC affiliate.
