Size standards vary by NAICS code and can be based on average annual revenue (typically under $750K to $41.5M) or number of employees (typically under 500 to 1,500). SBE is the most basic certification and often serves as a prerequisite for other certifications.

A consulting firm with $5 million in annual revenue can qualify as an SBE for state government contracts.
