Global supplier diversity certifications: the complete list by country

Supplier diversity certification exists in over 30 countries, but the standards, administering bodies, and legal weight vary enormously. This reference covers every significant programme, what it costs, and who accepts it.

Supplier diversity certification exists in over 30 countries, but the standards, administering bodies, and legal weight vary enormously. Some programmes are backed by federal law with billions in set-aside spending attached. Others are voluntary corporate pledges with no government mandate. Knowing the difference matters before you invest time and money in an application.

This reference is organised by country, then international programmes. It covers what each certification is, who issues it, and what doors it opens.

United States

The US has the most developed supplier diversity ecosystem in the world, split between federal government certifications and corporate-focused certifications issued by third-party councils.

Federal certifications (SBA and VA)

  • 8(a) Business Development — Administered by the Small Business Administration. Open to socially and economically disadvantaged small businesses. Participants can receive sole-source federal contracts up to $4.5 million (goods/services) and $7 million (manufacturing), and are eligible for set-aside competitions. Nine-year programme. Application at SBA.gov.
  • HUBZone — Historically Underutilised Business Zone certification from the SBA. Requires principal office in a designated HUBZone and at least 35% of employees residing in HUBZones. Federal contracts include a 10% price evaluation preference and set-asides. Self-certify in SAM.gov.
  • WOSB / EDWOSB — Women-Owned Small Business and Economically Disadvantaged WOSB, both administered by the SBA. Eligible for set-asides in industries where women-owned firms are underrepresented. Self-certification in SAM.gov is accepted; third-party certification from an SBA-approved body (including WBENC) is also valid.
  • SDVOSB / VOSB — Service-Disabled Veteran-Owned Small Business and Veteran-Owned Small Business. Verified by the SBA's Veteran Small Business Certification (VetCert) programme since January 2023. Required for VA set-asides. Apply at SBA.gov/vetcert.

Corporate-focused certifications

  • MBE (Minority Business Enterprise) — Issued by the National Minority Supplier Development Council (NMSDC) and its regional affiliates. Requires 51% ownership, management, and control by a US citizen who is Asian-Indian, Asian-Pacific, Black, Hispanic, or Native American. Annual certification; fees range from roughly $350 to $1,250 depending on revenue. Accepted by most Fortune 500 supplier diversity programmes. nmsdc.org
  • WBE (Women's Business Enterprise) — Issued by the Women's Business Enterprise National Council (WBENC). Requires 51% woman ownership and control. The most widely accepted women's business certification in corporate supply chains. Fees vary by WBENC regional partner; typically $350–$1,200/year. wbenc.org
  • LGBTBE (LGBT Business Enterprise) — Issued by the National LGBT Chamber of Commerce (NGLCC). Requires 51% ownership and control by LGBT individuals. Used by companies with explicit LGBTQ+ supplier diversity goals. Annual certification; fees roughly $400–$900. nglcc.org
  • DOBE (Disability-Owned Business Enterprise) — Issued by Disability:IN. Requires 51% ownership by a person with a disability. Includes a DOBE and a Service-Disabled Veteran-Owned Business Enterprise (SDVOBE) track. disabilityin.org
  • NaVOBA (Veteran's Business Enterprise) — Issued by the National Veteran-Owned Business Association. Corporate-facing (not the same as the federal SDVOSB/VetCert system). Used by companies that want corporate procurement credit for veteran suppliers. navoba.org

Canada

  • WBE Canada — Certification for majority women-owned, -managed, and -controlled businesses. Accepted by Canadian corporate procurement teams and a growing number of US multinationals with Canadian operations. Annual fees around CAD $500–$1,200. wbecanada.ca
  • CAMSC (Canadian Aboriginal and Minority Supplier Council) — Issues MBE certification for racially visible minorities and Aboriginal-owned businesses in Canada. Modelled closely on NMSDC's US programme. Corporate members include major Canadian banks, telecoms, and utilities. camsc.ca
  • CCAB (Canadian Council for Aboriginal Business) — Issues the Progressive Aboriginal Relations (PAR) certification for companies demonstrating Aboriginal business engagement, and supports Aboriginal business certification. Not identical to CAMSC; more focused on supply chain relationships with Indigenous communities. ccab.com

Australia

  • Supply Nation — Australia's primary Indigenous business certification. Certifies businesses at least 50% owned by Aboriginal or Torres Strait Islander peoples. The federal government's Indigenous Procurement Policy (IPP) mandates supplier diversity targets for Commonwealth contracts, giving Supply Nation certification real procurement weight. supplynation.org.au
  • WSBC (Women's Business Council Australia) — Issues WBE certification for Australian women-owned businesses using WBENC-aligned standards. Accepted by Australian corporate buyers and by US multinationals operating in Australia. wsbc.org.au

United Kingdom

The UK has no domestic government-mandated supplier diversity certification standard. There is no UK equivalent of the 8(a) programme or NMSDC. Corporate supplier diversity programmes exist, led by large UK companies and multinationals, but they tend to accept voluntary self-declaration or third-party certifications.

The most widely accepted credential in UK corporate procurement is WEConnect International UK — the UK chapter of the global WEConnect programme (see International section below). UK government procurement guidance encourages diverse supplier consideration under the Procurement Act 2023, but stops short of mandating certification.

India

  • Udyam MSME Registration — India's official MSME registration portal, administered by the Ministry of Micro, Small and Medium Enterprises. Not strictly a diversity certification, but Udyam registration is the prerequisite for most Indian government procurement preferences for small businesses. Free to register at udyamregistration.gov.in.
  • WEConnect India — The India chapter of WEConnect International certifies women-owned businesses for corporate procurement. Growing acceptance among multinationals operating in India and among Indian large corporates with formal supplier diversity commitments. weconnectinternational.org/india

Singapore

Singapore has no domestic supplier diversity certification standard. The government's approach focuses on enterprise development rather than demographic set-asides.

Two pathways exist for diverse suppliers seeking recognition in Singapore:

  • WEConnect International Singapore — Women-owned business certification for corporate procurement programmes in Singapore.
  • EnterpriseSG Vendor Development Programme (VDP) — Not a diversity certification, but a government supplier development programme that large companies use to develop local SME suppliers, sometimes including diverse-owned businesses.

South Africa

South Africa has the most legally codified supplier diversity framework in Africa.

  • B-BBEE (Broad-Based Black Economic Empowerment) Certification — Mandated under the B-BBEE Act (No. 53 of 2003) and the Codes of Good Practice. All businesses above a certain annual turnover must hold a verified B-BBEE certificate to do business with government entities and many large private-sector buyers. Scorecard measures ownership, management control, skills development, enterprise and supplier development, and socio-economic development. Certificates are issued by SANAS-accredited verification agencies. Levels run from 1 (best) to 8, with Level 4+ typically required for government procurement. bbbee.gov.za

Unique to South Africa: the certification has legal force. Non-compliance affects a company's ability to bid on government contracts and can affect its clients' own B-BBEE scores if they use uncertified suppliers.

Malaysia

  • Bumiputera Certification — Administered through the Unit Peneraju Agenda Bumiputera (TERAJU) and the Ministry of Entrepreneur Development and Cooperatives. Certifies businesses owned and controlled by Bumiputera (indigenous Malay and other indigenous groups). Access to government procurement preferences, unit trust schemes, and business development programmes.
  • PKK (Pusat Khidmat Kontraktor) — Contractor registration under the Construction Industry Development Board (CIDB) and PKK, required for government construction contracts, with Bumiputera classifications affecting tender eligibility.

Brazil

Brazil has no formal national supplier diversity certification standard. Large Brazilian corporates and multinationals operating in Brazil increasingly reference informal diversity commitments, but there is no government-backed certification body issuing credentials analogous to NMSDC or B-BBEE. Some multinational procurement teams operating in Brazil accept WEConnect International certification for women-owned businesses.

Mexico

  • WEConnect Mexico — The Mexico chapter of WEConnect International certifies women-owned businesses. Several large Mexican corporates and multinationals with Mexican operations accept WEConnect certification in their supplier diversity programmes. weconnectinternational.org

No federal government certification equivalent to the US 8(a) or South Africa's B-BBEE exists in Mexico.

International Programmes

Three cross-border programmes appear frequently in multinational supply chains.

  • WEConnect International — Certifies women-owned businesses in 130+ countries using a consistent standard: 51%+ owned, managed, and controlled by one or more women. Accepted by over 100 multinational corporate members including Accenture, Boeing, IBM, and Walmart. Annual fees vary by country chapter; typically USD $350–$800. weconnectinternational.org
  • EDGE Certification — Gender equity certification for employers, not suppliers. EDGE (Economic Dividends for Gender Equality) assesses workplace gender balance, pay equity, and leadership pipeline. Active in 60+ countries. Companies use it for ESG reporting and employer branding, not directly for supplier qualification. edgecertified.com
  • EcoVadis — A sustainability rating platform, not a diversity certification. EcoVadis scores companies on environmental, social, ethical, and supply chain criteria. Over 130,000 companies rated. Many Fortune 500 procurement teams now require EcoVadis scores above a threshold (typically 45–55) for supplier qualification. Diversity considerations are embedded in the Social module. Annual assessments cost roughly $1,500–$5,000 depending on company size. ecovadis.com

How to use this list

If you sell to US federal agencies, the SBA certifications (8a, HUBZone, WOSB, SDVOSB) and the VetCert system are the ones with direct contract set-aside value. If you sell into Fortune 500 supply chains, NMSDC MBE or WBENC WBE are the most universally recognised credentials in corporate procurement.
