HOMELAND SECURITY PRESIDENTIAL DIRECTIVE 12 (HSPD-12) MANDATES THAT ALL FEDERAL DEPARTMENTS IMPLEMENT A SINGLE, STANDARD CREDENTIAL FOR ACCESS TO BOTH PHYSICAL AND LOGICAL ACCESS. FULLY OPERATIONAL EFFORTS ARE NECESSARY TO CONTINUE TO MEET THE OBJECTIVE OF ISSUING AND MAINTAINING CREDENTIALS (LINCPASS) TO THE ENTIRE APPLICABLE USDA COMMUNITY. TO ACCOMPLISH ITS GOALS, USDA MUST PROVIDE SUPPORT TO ALL USDA AGENCIES IN THE AREAS OF PROGRAM MANAGEMENT, HELP DESK, PROGRAM INFRASTRUCTURE, TRAINING, POLICY, AND IDENTITY MANAGEMENT SYSTEM SUPPORT.
