FY2024 Inclusion Index: Corporate & Federal Accountability Report

The FY2024 Inclusion Index ranks corporations and federal agencies on their commitment to supplier diversity. This year saw record-breaking federal small business contracting at $183.27 billion (28.78% of all contracts), exceeding the 23% goal. The Billion Dollar Roundtable expanded to 43 member corporations, each spending over $1 billion annually with diverse suppliers. Combined BDR member spending reached $123 billion in Tier I diverse procurement.

All data is verified against primary sources with direct citations. No estimates or projections are used.

Scoring components

  • Diverse spend % (30%) — Percentage of total procurement from diverse suppliers
  • Absolute spend (30%) — Total dollar amount to diverse suppliers (log scale)
  • Year-over-year growth (15%) — Change in diverse spend from previous year
  • Breadth score (15%) — Diversity across certification categories (MBE, WBE, VBE, LGBTBE, DOBE, etc.)
  • Small business % (10%) — Proportion spent with small businesses
