How Social Disadvantage works in supplier diversity

Neither 8(a) nor DBE presumes any group to be socially disadvantaged anymore. For 8(a), SBA's final rule effective September 10, 2026 (91 FR 51568) asks individually owned applicants for evidence that a government, university, or corporate practice disfavored a group they belong to, plus a self-certification that it caused them material harm. For DBE, USDOT's rules of October 3, 2025 and September 25, 2026 (91 FR 60885) require every owner to file a Personal Narrative proving their own social and economic disadvantage under 49 CFR 26.67.
