SDVBE Eligibility Requirements
Must be at least 51% owned by service-disabled veterans.
SDVOSB eligibility turns on three requirements: veteran status, service-connected disability, and ownership/control. All three must be met and maintained continuously.
Veteran status
- Must have served in the U.S. Armed Forces (Army, Navy, Air Force, Marine Corps, Coast Guard, or Space Force)
- Discharge must be under conditions other than dishonorable (honorable, general under honorable conditions, or medical separation qualifies)
- Reservists and National Guard members who were activated and received a service-connected disability rating qualify
Service-connected disability
- Must have a VA disability rating letter confirming a service-connected disability
- Any rating percentage qualifies; 0% service-connected disability is sufficient if the VA has issued a rating letter confirming service connection
- A disability that is "service-connected" does not require a percentage rating above zero; what matters is that the VA has formally connected the condition to military service
- Surviving spouses of service-disabled veterans may qualify in limited circumstances under 38 U.S.C. § 8127 for VA-specific work; this does not extend to non-VA federal contracts
Ownership
- 51% unconditionally and directly owned by one or more service-disabled veterans who are U.S. citizens
- For daily management: the service-disabled veteran must hold the highest officer position and control day-to-day operations
- If the service-disabled veteran has a permanent and severe disability that prevents them from managing full-time, one other veteran may serve as the manager in their place, but the service-disabled veteran must still own 51%
Business size
- Must qualify as a small business under SBA size standards for the applicable NAICS code
- Verify at sba.gov/size-standards before applying; size is determined by your primary NAICS code
SAM.gov registration
- Must maintain active SAM.gov registration throughout the certification period; a lapsed SAM record will result in ineligibility even if VetCert status is current

How to Apply for SDVBE as a Professional Services Business
Step 1: Confirm your SAM.gov registration is active Every federal contractor must have an active SAM.gov registration, and SDVOSB eligibility requires it to be current. Go to sam.gov, log in, and verify your registration expiration date. SAM.gov renewals take 7-10 business days. Do this first; a pending or expired SAM record will cause your application to be flagged before any other review occurs.
Step 2: Obtain your VA disability rating documentation Log into va.gov to download your most recent VA benefit summary letter, which includes your service-connected disability information. This letter, or your formal VA rating decision letter, is what VetCert reviewers will verify against the VA's own records. If you don't have an established rating, apply to the VA before proceeding; SDVOSB certification cannot proceed without confirmed service connection.
Step 3: Gather and organize your business ownership documents Before opening the VetCert application, have these scanned and labeled: DD-214, VA rating letter, articles of incorporation or organization, operating agreement or bylaws clearly showing the veteran's ownership percentage and management authority, and your most recent business tax return. VetCert's online portal does not save progress reliably across sessions; having everything ready before you start prevents losing partial work.
Step 4: Create your account at veterans.certify.sba.gov Go to veterans.certify.sba.gov and create an account linked to the same email on your SAM.gov registration. The portal pulls SAM data, so mismatches between legal business name or address across the two systems will trigger requests for clarification.
Step 5: Complete the application The application covers business details, veteran owner information, disability certification, ownership structure, and a declaration of eligibility. Be precise and consistent; reviewers flag any discrepancy between what you state and what your supporting documents show. The application typically takes 2-4 hours for a first-time applicant.
Step 6: Upload supporting documents Upload the documents gathered in Step 3, plus any additional items the application requests (bank signature cards, lease, capability statement). Label each file clearly before uploading. Mislabeled or incomplete uploads are the most common reason for requests for additional information (RFAIs).
Step 7: Monitor for SBA review and respond promptly to RFAIs SBA targets a 90-day processing window from a complete application. After submission, check the portal weekly and monitor the email address associated with your account. If SBA issues an RFAI, you typically have 15 days to respond. Missing the deadline can close your application.
Step 8: Receive certification and confirm eligibility in SAM.gov Once certified, VetCert status is reflected in your SAM.gov record. Contracting officers verify SDVOSB status through SAM.gov and the Dynamic Small Business Search (DSBS). Log into SAM.gov after receiving your certification decision to confirm the SDVOSB self-certification box is checked and matches your VetCert status.
