What Small Diverse Business status is worth

Pennsylvania's program works through contract-specific goals rather than set-asides. Under 4 Pa. Code Section 58.412, the Bureau of Diversity, Inclusion and Small Business Opportunity sets SDB participation goals on commonwealth solicitations, expressed as a percentage of contract dollars, and bidders must meet the goal or document good-faith efforts.
